June: Starting June, 2024, Fincastle will charge all new incoming residents a $10,00.00 equity fee only, no surcharge

January 15: No one is approved from the outside list without meeting with the Board first

September 15: Waived the 5-day notice of a meeting to meet with new residents before they take possession of a unit

September 15: Fincastle will no longer secure loans to pay the equity and surcharge for future residents

May 12: Anyone applying to become a resident will have to meet with the Board for final approval before they are allowed to accept a unit

January 13: Residents can move back into Fincastle any time after they move out (used to be time limit)

November 11: Stepchildren will be allowed on the on the relatives list

May 10: The Board will review credit report and work history before approving a future resident

April 14: If a future resident does not keep the office informed of any changes of their status, i.e., current address, current phone number, etc., their name will be removed from the list and placed in a retention file

March 16: If the son or daughter of a resident wants to move in, the resident must have lived here for at least 2 years before they can be placed on the sons and daughters list

October 9: Before a relative of a resident can be put on the relatives list, the resident must have lived here for at least 5 years

April 11: Before any unit transfer or assignment is done, it must pass before the Board for approval

April 12: Relatives list will include mother, father, sister, brother, grandparent, and cousins. The lists will go Resident Transfer, Sons and Daughters, Former Residents, then Relatives

February 10: Sons and daughters of current residents are the only ones allowed on the Sons and Daughters list

December 14: Any and all “Former Residents” can be allowed to place themselves on that list one time only

June 11: From this day forward on new contracts, in the contract that is offered to the potential tenant, it will be spelled out in writing that any improvements to that apartment become a permanent fixture, including carpet. Persons moving from apartment to apartment can remove central air

May 14: Anyone picking up a key to an apartment will have 24 hours to notify the office whether or not they are going to take the apartment and turn in the key

December 13: Fincastle would not offer a three-bedroom apartment to a single individual. Any exceptions would have to be approved by the Board (assignments notwithstanding)

January 14: Fincastle will re-instate the rule that a person can use the “sons and daughters list” (this list only) one time during a lifetime

September 18: The Board will not allow any back-dating on any application for any reason
1987

June 14: As apartments become vacant, Fincastle will make every effort to recondition the inside to a standard beyond what we have been doing; that Fincastle will make the apartment very nice. Fincastle will keep a running tab on the cost and reconcile this difference with the surcharge to whoever take the apartment takes the apartment after that. Whatever that surcharge will be should be according to what Fincastle spent on it. Fincastle can give the people on the list the option of paying the surcharge and getting this nicer, reconditioned apartment or passing by to take another that hasn’t been reconditioned. Pictures will be taken before anyone moves into it

April 14: Fincastle will not allow anyone now nor in the future to change places on a list with another person

November 11: Fincastle will find an outlet that will furnish metal kitchen sinks for replacements

November 13: Divorced men who turned their membership over to their wives, be considered Former Residents and be allowed to take their place on that list according to the date of their application
1971

April 12: Persons with families will be given preference over single people in the acceptance of their applications

March 22: It will be definitely stated on the contract of each single person, man or woman, moving into Fincastle, that they are forbidden to have anyone living with them without permission from the Board. Before any change can be made altering the original agreement stated on the contract, the member will have to come to the Board for permission
1970

March 25: The application form will be revised. A list of rules, do’s and don’ts will be drawn up. The Screening Committee (the entire Board) will interview the applicants before accepting them. After the applicant is approved, they are to sign two copies of the list of do’s and don’ts and two copies of the contract in the presence of the Board

June 12: All future applicant’s will be thoroughly screened by the interior housing committee in co-ordination with the manager, to eliminate all possibility of undesirable tenants including possible subletter’s and in the transfer of equities (On September 25, 1968 the Board decided to do all of the screening themselves for future residents, however it was never voted in for them to take over it again)
